How do less-than-specks in congress plan to control the sun?
We know that Obama thinks he can control the sea levels. We need some ego control in both the legislative and executive branches of government.

The key is you cannot have a cap and trade market without convincing the people that carbon is bad.
There is a lot of people who want a new market and have a bunch of money bet on it.
