It was 13 until about 5 years ago give or take a year then they raised it to 16.
Makes sense that they would grant refugee status to someone who had commuted an act that isn’t a crime under Canadian law.
The boy was 16 and his rising hormone level was raging.
The 47 year woman had falling hormone levels but was probably on replacement therapy, which made her really, really horny.
