Intellectual honesty compels me to point out here that second-term presidents usually have this problem as they approach the mid-term elections at the end of their sixth year.
Even Ronald Reagan lost the Senate in 1986, and George W. Bush lost both houses of Congress in 2006. Bill Clinton did a little better but then he had already lost his hold on Congress four years earlier, so he didn’t have as far to fall.
That said, Barack Obama seems unusually toxic in 2014 because his approach to governing - especially in his first two years - has been to shove as much left-wing nonsense down the throats of the American public as he could, then make excuses and try to blame Republicans when the policies don’t work out as he and his Democrat allies claimed they would.
Democrats will play that game until they personally have to face the voters, since they have as much disdain for the electorate as Obama. But as soon as the hot lights are on them, they scurry like rats:

They are working the “spread the blame” ploy very, very hard. Clearly, Bush’s fault.
If they voted with him on the stimulus, Dodd-Frank and ObamaCare, they are with him to eternity. Anyone who is a Rat, whether they voted for these pieces of thieving legislation or not are joined at the hip with Obama and own his policies, too. That includes his lawlessness, anti-business/ anti-American over-bearing regulation, and his utterly a$$-backwards foreign policy that punished allies, rewarded evil regimes and movements and intentionally lost the "peace" in two war theaters that we had effectivly won. Rats. . . you own this low-life POS and all the baggage he has accumulated.
