Reads a lot like the way they pressured banks into making loans to unqualified recipients in minority areas. They set up the regulatory system to respond to “complaints”, then had the activists do the complaining. It was cheaper to make loser loans than to bear the burden of regulatory hearings and license renewal challenges. At some point, the regulatory burden itself is so heavy that you don't have to misuse it to compel a business to do what you want it to, you just have to threaten to apply it in the normal fashion.

The worst part was that after forcing banks to make bad loans in minority ghettos they turned around and accused them of taking advantage of minority buyers.

Absolutely absurd...
