As far as I can tell, most HUD money is misused.

As far as I can tell, most HUD money is misused.
Worked as a contractor at HUD for a few years and, of all the govt agencies, they are by far the worst. By my guess, 10% of the HUD work force actually does the work while the others are at breakfast, lunch, on break..etc.
