Did you mean to use the word "coward"? If so, I don't think it makes any sense. I'm trying to figure out what you were trying to say.
cow: transitive verb:

Or as in "cowing a pussy, or a U.S. Senator, into fleeing for cover"...though I repeat myself.
Chance to cower them into doing more of what the administration wants....
