For starters, since when does the FedGov set up a legal system for a State?

Two tiered law is something the eevil white man fought for decades, culminating in the bloodiest of this nation's wars, to eliminate. Is this what Jarrett meant about "paybacks"?

Enough bullshit. When people who claim to be another race get one set of rules and the rest get another, well, that's real racism. Turning tables, real or imagined, will not right past wrongs, it will only provide new reasons for conflict. That will not end well.

The very idea of a race war seems to find its greatest proponents in the highest places any more, not just sticking forks in dead actresses.

Actually the Constitution empowers the FedGov to ensure a particular type of government in each state:

Section. 4.

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.

This is why all the states have the same structure and none are, say, parliamentary.
