I’d incarcerate the incompetent administrator, then, exile her. These negligent communist sympathizers have no place in civil society. Killing Veterans through criminal neglect isn’t funny.
The congresswoman did well. The female witness got a little emotional, but she was far from tears, and was still talking exactly like a bureaucrat. They all did, including the “staffer” veteran. Even he spoke just like a good little bureaucrat.
The VA will not be fixed for many years to come. It has the same problem that our epic fail education system has, namely public sector unions. Outlaw the unions, then fix the VA.

She could make the simple statement that unless they start telling the truth, now, that they might have lots of time in a federal prison for tears. Years and years of tears.
