FCW ^ | May 1, 2013

In an increasingly high-profile morass, the Veterans Affairs Department's tech troubles are only growing worse. Most recently, several key leaders have stepped down while the integrated health record effort stalls and a massive claims backlog remains unresolved.

...Combined, the information reveals dysfunction at the highest echelons of the VA OIT: botched and duplicative IT projects burning through billions of dollars, significant turnover among senior IT executives, a lack of official accountability, and a serious disconnect between rank-and-file employees and OIT leaders....

I just spoke to a vet who said they are really looking after his health, sending him to various non-Va hospitals and doctors. However, They are not paying the bills although they say they will and the vet is being dunned for them.
They just don’t seem to be able to do it right when they are attempting to do it right.

RED HERRING ALERT>

It’s not the computers or the staffing level that is the problem.

It is the crooked high level employees cheating the Vets so they can get unearned bonuses.

.Combined, the information reveals dysfunction at the highest echelons of the VA OIT:

BUT; WHAT IF.. they are not botched but ON PURPOSE.....
And Ineffiency and disfunction is NOT accidental..
but part of the Cloward-Piven tactics...

Which is “progressing” brillianly I might add..
What is Cloward-Piven tactics?....

If you have to ask, you’re part of the problem..

NOW; consider if this so.. what are they doing to the Military?.. as I write..
Which is even more important(and expensive) than the VA...

And ( “SAY” ) the Military and VA.. is a small part of an even BIGGER PROBLEM..

There be weevils in the flour bin and yer biscuits are going to be very very crunchy...
SO.... eat them and shut up... -OR- actually DO SOMETHING..

I’ve heard a few commentators (former military & civilian) who make SENSE regarding the VA situation:
They fault the bureaucrats/civil service govt. workers from the ground-up, rather than the medical personnel, which sounds logical, considering those govt./civil/civilian personnel do NOT relate with military personnel very well, and it seems, do NOT related very well with PHYSICIANS, who try to get the veteran the proper care in the most efficient time-frame.

Point in case, is the physician who 1st tried to blow the whistle years ago. She’s going thru ‘hell’ because she tried to save lives. pffffttttt! I say find the 1st govt. civil worker who denied the physician warnings; who did NOT pass them further ‘up the line’....find them and fire them, 1st, and go up from there.

Sooo, will the POLITICIANS allow another bureaucrat, AND one who was one step away from Shinseki...** who MIGHT have been one of the ‘stop-gaps’ that Shinseki TRUSTED to give him the truth about the troubles, but did NOT...?... WHY not put a high-ranking non-com in the top position?? They relate!! They are the backbone of the military, non? That person could probably clean up the whole MESS, easily.

Begin REPLACING those at the BOTTOM of the rungs with the civilian/govt. civil workers who push the paper, or in the case of DECADES of inefficiency, slow it down for BONUS reasons!

Shinseki could not do his JOB properly without receiving ALL the information...and too much of that was WITHHELD from him. It is, seemingly, the old saying about the ‘enlisted being afraid to give bad news to the officers.’

Krauthammer said on Fox tonight that one of his sources told him that the scheduling software at one of the VA installations was still running on DOS - scary......

These rumor driven discussions bring up an interesting issue related to software.
Information related to the VA scandal has been spotty and inconsistent, and the understanding of the underlying causes are ill served by this lack of clarity. But central to the entire scandal is the software which had to be written by someone in order to force the lowest level VA employees who had to process appointments, to use the fraudulent hidden phony list of appointments. The lists which have reportedly been erased electronically and shredded physically. There have to be a few federal laws totally broken and ignored there.

First of all, who created the idea of keeping a phony list of appointments? Who ordered the specific program created specifically to commit the fraud? Who approved it? Who actually wrote it?
Every link in that dirty chain is complicit in enabling a criminal act.

Isn't that clearly a criminal act that the RICO laws were created to root out an punish?

Do the RICO laws include an exemption for elected, appointed or Union-member criminals? Where is the citation for that exemption?

How about the other "word from sources" rumor that suggest that 70% of the significant additional funding received by the VA in the last 5 years have been used for middle management and higher positions? Bunuses?
That would be stealing, plain and simple.
Not only should ALL the participants in the crime be prosecuted and jailed, but they should all also be ordered to return all bonuses obtained in the last 6 years (what is the statute of limitations for that crime?) and perhaps even forfeit all or a good chunk of their accumulated retirement package.

If a charitable organization spent more than 15% of their working funds for "overhead" they would be investigated and placed on the fraud list, in addition to losing their non-profit status.

When no oversight whatsoever exists, the criminal element is instantly there to exploit the incompetence.

Why aren't the RICO laws applied?

“Shinseki could not do his JOB properly without receiving ALL the information...and too much of that was WITHHELD from him.”

Shinseki spent his career with men and women of honor and character ... I don’t think he realized that when he move to civilian government that was no longer the case

Why aren't the RICO laws applied?...maybe because this entire corrupt administration is itself just one big organized crime operation - from a DOJ that enforces only the laws it favors to an IRS that openly harasses those who disagree with the administration to judges who apply the laws in accordance with their own agenda to legislators who make laws primarily to keep themselves in power - Obama and his henchmen would be applying the RICO laws against themselves - never happen....
