Well, civilized people would call it a War Crime, but that really depends on who the eventual victor is, doesn’t it?
I would call it a war crime as well. However, in a place that has been fought over and bled like Ukraine, where people have been disappeared, starved, slaughtered, tortured and massacred for the last 100 years you will see men fight fire with fire.
If you are seriously positing that the Russians are the good guys here then you are a rank propagandist. Period. Bottom line is there are not many good guys there and those vying for power on both sides surely are not.
The whole of that area of the world is mentally ill from the last 100 years of uncivilized behavior. It is none of our concern. Let them wallow in their barbarity.

It’s not a war crime if the rebels were doing what rebels typically do, and flaunting the protocols of the Geneva convention. Unlawful combatants are free to be executed on the spot, regardless of the normal rules of war.
