Sometimes there are “Manager Specials” which I always interpret to mean: this is about to cause salmonella so buy it now!
And 99 cents sounds like very little for a bit of butchering. The more you butcher, the higher the cost goes.
I once bought some steaks that were about a day from their “sell by” date, manager’s-specials.
