AF1 is designed to withstand a nuclear environment and is to be used for reconstitution. It has many different forms of communications equipment and can communicate to the forces even during the trans attack phase. The communication equipment is also used in day to day operations to ensure the president can direct the Government during peacetime events.
A Gulfstream IV does not have the ability to carry that equipment nor does it have the performance to keep aloft for the extremely long periods of time required if things go south and we have a nuclear exchange.

Bos Globe:>>National Transportation Safety Bureau investigator Luke Schiada said the doomed jet never got airborne at the end of the runway. The plane clipped an antenna, plowed through a chain link fence and burst into flames as it skidded to a halt in the Shawsheen River gully about 2,000 feet from the end of the runway.
“We’re at the very beginning of the investigation,” Schiada said. “We’re not going to speculate. We’re not going to draw any conclusions. The victims are currently being removed from the aircraft. We ‘re also looking for the aircraft’s flight recorders. The aircraft itself is located about 2,000 feet from the end of the paved surface of Runway 11. There was a significant post-crash fire. It went down an embankment into a gully with water and that’s where it came to rest, so it’s making the initial examination and recovery process difficult.”
