Unemployment there isn’t going to rise sharply.
The Socialists were smart in how they did this. Phasing it in over the better part of a decade means that there won’t be any sort of spike, just a gradual trends that may/may not be absorbed (say, if the economy improves) or blamed on other things (if the economy doesn’t improve).
So in one case they’ll be able to claim that it had no negative impact, in the other that the negative impact was caused by something else.
