GSA executive with top-secret clearance didn’t disclose China trip, past felonies

Top General Services Administration officials learned of a troubling discovery by the agency’s watchdog office back in December: a GSA executive responsible for intelligence agency customers had gone to China a year earlier without telling anyone.

The official not only held a top-secret compartmented information clearance that required him to report the trip, he failed to disclose decades-old felony arrests or report multiple contacts with foreign nationals, according to a Dec. 6, 2013, memo from the GSA Office of Inspector General to the agency’s top acquisition and human resources officials.

There was more: The GSA employee misused a government travel card, made false statements on ethics and national security forms and failed to disclose an airplane he owned as an asset in a 2008 bankruptcy case, among other serious misconduct findings.

The investigation ended quietly without criminal charges late last year when the Justice Department declined to prosecute, according to the memo, which The Washington Times obtained through the Freedom of Information Act. While the document was redacted to withhold the name of the official, The Times has confirmed he is Norman Wear, a GSA employee since the 1980s who earned $136,000 in fiscal 2013 working in the agency’s Office of Customer Accounts and Research — the point of contact for other federal agencies that use GSA contracts. Mr. Wear was the point man for U.S. intelligence agencies.

As for the decades old felony arrests, they would have shown up on the criminal history report that was done. Which is usually one of the first things that gets done as it will cut down on unnecessary work having to be done, if they are found to be ineligible.

Someone didn’t do their job on the background investigation. And this clown didn’t report their activities the way they were supposed to.

Either way, another shining example of government efficiency.

I’d imagine it works like this: You’re an NSA analyst. Your boss tells you to run a report on ImNotLying. You run the report and flag everything that you’re told to flag. For example, ImNot is trying to get a higher security clearance. Then, a visit to China would be flagged, but not if it was reported and cleared. You probably have no visibility into whether it was reported or cleared as that would have been done, most likely, with an FBI agent assigned to whatever group granted the clearance. (Or, that’s how it worked in my day.)

But, most likely, the NSA was never consulted. Clearances are run by different groups depending on what they’re for.

You can’t blame the oracle if you never asked the oracle the question. And, you have to ask the oracle the right question.

It’s my impression that the administration, like all the academics I’ve met, treat security as a toothless redneck trying to bum a beer off you.

My brother has been in charge of clearances at a large AFB.

So pilots come in from all over the world to train on fighters and bombers that we sell their countries. One of the preconditions is that each pilot complete a full background check to get their clearance.

Sure enough, he usually gets an email from State saying “They're cleared” - with no backup documentation at all.

There is lots of stuff that he can find out - if he allowed. He will protest and refile requests - and get a call from even higher up the food chain.

He commented once “State protects our security like a teen age boy protects his virginity”.

I suspect that it is worse than that.

US national security is a thing of the past. To date, Obama has give some 5,000,000 of his "closest advisors" top security clearance. Including fug-ugly puppet Susan Rice....... and his van driver.

Tommy Vietor, Obamba's van driver, got national
security clearance, and attended WH Situation Room
meetings.

Hillary hired Tommy van driver/dude to help roll out her book. Dude Vietor is Hillary's top pick for Secretary of State.

Wow. They must not be running top secret compartmented sensitive investigations like they did when I was in service. They talked to my neighbors and school classmates. Surely investigators would have known this guy had felony convictions! We’re in deeper $hit than I thought we were if this is the case. The Department of Defense must be swarming with spies at this point.

During Reagan’s tenure I worked on projects that had multiple code names, so if the name leaked they’d know where to start looking.

An auditor, from GAO if I recall, was standing at the urinal. In the WC cabinet he could hear two men arguing like they hated each other. He waited to see who came out and followed him. (One guy, multiple personalities.) Found the guy had several clearances and went to see him in his white-world cube. The cube was lined with classified documents. Pinned to the walls. The man was fired. But all of us knew this guy was looney and nobody did anything about it. (At the time I was too new to know what to do.)

It makes a difference who is president. During Carter’s tenure the various agencies apparently didn’t care about anything security related. I reported a guy working on a classified project with two new, expensive cars and a mansion and no apparent means to pay for it. I was brushed off. But during Reagan they meant business. But the agencies’ leadership sea-saws back and for the between laxness and tightness. All the enemy has to do is wait for a Democrat in office.
