Of course you can. The super rich just do it so they can move their cash around. Regular dude could flip the bird and just never come home, and never visit. Following the official state procedure just lets you be able to visit the USA as a tourist later.

Nope, the super rich dude still FORMALLY renounce their citizenships.

Eduard Saverin (who became Singaporean), co-founder of FACEBOOK and Singer, Tina Turner (who became Swiss ) did just that.
