It seems they thought they could get away with doing this as a yellow ribbon affair. Makes no obvious sense when it was common knowledge up and down the chain that this situation was toxic.
Now Hillary comes out saying it was tough, but the right decision. Some have suggested that Benghazi blackmail is going on. That might explain it.
