The entity paying people is the Production Company (the Producer(s).
Actors work for the Production Company, not for the Director.
They are hired by the Production Company, b/c the Director says “Hire this guy, okay?”

The Director’s not ‘hiring’ or ‘paying’ anybody, unless he’s also cutting the checks as dual-role (Producer AND Director).
If the entity cutting checks overrules the Director’s preferred casting choice, the Director has 2 choices: Leave the production, or hire a different actor.
