Basically they get a mulligan. So long as they aren’t complicit in any more direct hits on the US Homeland, they get to hit the reset button and go back to wreaking havoc in the rest of the world unfettered as they were doing in the late 90’s.

My guess is they won’t be able to resist the lure of another hit on US Soil and that will spell the end of the Democrat Party.
