Looks more and more like an inside job. Iraqi troops in some areas of Mosul were ordered by their officers to stack arms. Just as the NVA infiltrated cities in S. Vietnam, prior to Tet, ISIS has done the same thing, via Sunni surrogates, to collapse Iraq.
The whole thing is going up in smoke.
