Of course. Even on the phone in his own bedroom, Obama can't have a coherent extemporaneous conversation during a crisis in real time with an ally.

Obama, knowing he would fail the test, sends Biden to take the test for him. It’s not very smart to send the village idiot to take a critical test for you-—you’ll fail the course. But.....studying for the test was apparently beneath BO; or, more likely, this is just another stage in his life where others have taken his tests for him.
