One more try. You confuse intent -- voting "against" -- with function -- the ONLY function of a vote, which is FOR something.
Again, your -1 vote "against" to "cancel a RAT vote" is purely imaginary because it ONLY refers to intent; a vote is either FOR something, or FOR something else.
Voting "against" is limited to imagined intention; in function, a vote can ONLY EVER be for something.

Good questions. Eisenhower deported illegal aliens. The one point I do fault Reagan is his amnesty for these criminals. IIRC, Johnson is the one who changed immigration in his desire to admit more Third World types. All these special perks for illegal aliens should have been stopped at the start. It has been a step at the time.
BTW, a great book for students - even some adults - that explains our Constitution is "Our Constitution Rocks!" by Juliette Turner. It is intersting reading.
