Targets here are much softer than overseas and there are plenty of safe houses to keep victims hidden and impact on public is greater.
By going after the relatives of congress the impact on the public would be greater as the gestapo cracks down on us trying to get the relatives back. If the ISIS went after congress members themselves.......the people would probably thank them.

Hmm, probably so, but congress critters either go armed themselves (even those who are pushing anti-gun laws) or have body guards but their relatives are not armed and are therefore soft targets.
