That doesn't make any sense. If you don't pay on the lower price the contract allows, the contract is no longer in effect.

Don't forget Russia just stole an entire section of their country and are currently waging a disinformation and covert military war against Ukraine in the East. They are also holding on to their "ex-President" who stole billions from the Ukrainian treasury.

All this reminds me of the Russkie "security" service who would bust into a home, rob them, rape the women, and then still demand they pay their taxes to the state 10 times above the amount that they had just robbed. (And thereafter shoot them in the head, if they had not yet met their death quota.)
