In tandem with a new report on gun crime in Chicago, Mayor Rahm Emanuel has proposed to track gun sales throughout the region and clamp down on gun retailers.
Emanuel’s proposal limits buyers to one handgun purchase per month, and demands that gun sales be videotaped.
The proposal is a response to a federal judge’s ruling in January that found the city’s total ban on gun shops to be unconstitutional.

Of course, many people would not recognize the deception in the supposition that these stores are not running background checks. Any retailer selling guns would need a Federal Firearms License in order to sell those guns. And that license would require the retailer to run a background check which is done through the FBI's National Instant Criminal Background Check system.
Time Magazine waits until the very end of the article to point out that these proposed regulations are in response to another recent court ruling overturning Chicago's draconian gun laws. We never find out where the other 80% of the guns recovered in crimes in Chicago come from or how they were obtained. And who is mentioned in Rahm's press release touting the study but the progressive think tank Center for American Progress.
Let's consider the following statement in Rhahm's press release: “The vast majority of gun dealers sell very few guns that turn up in crimes, but one or two dealers like the ones we have here in Cook County can funnel thousands of guns to the street,” said Mark Jones, Law Enforcement Advisor at the U of C Crime Lab and retired ATF Special Agent who worked in Chicago. “Even if those dealers are following the exact letter of federal law, they are not following the spirit of the law. That’s why local licensing regulations like the ones the City has implemented are so important. They can help curb trafficking and are ultimately part of larger strategy to reduce homicides." The contradictions in this statement are staggering! First, we are told that only a small number of guns recovered in crime investigations in Chicago are obtained from retailers; nevertheless, select retailers are responsible for thousands of guns in the hands of criminals. Next, we are told that these retailers are likely running background checks as required by federal law, but they are not following the "spirit of the law". No explanation is offered as to how these retailers fail to follow the spirit of the law. This nonsensical statement about not following the spirit of the law is then used to justify passing more draconian gun laws in Chicago. This ridiculous statement is made despite the fact that that those draconian laws failed to stop criminals from getting these guns in the first place.
Finally, we hear the familiar refrain saying if we could just get rid of guns the homicide rate would go down. If you took this refrain at face value, homicides only started occurring after guns were created and murderers would not have committed homicide if they did not have a gun. Never mind that neither the federal government or the City of Chicago has managed to stop criminals from getting guns. Don't worry though, the government will protect you because we don't want you protecting yourself.

These guys lie even when they don't have to. As the author points out, background checks through the NICS are a federal matter. What states require is irrelevant.

Rahm the socialist should demand that gun sales on the streets or alleys in “the hood” should be videotaped. Those guys could give a crap less about any Rahm laws. But, it would make Rahm and the Dems feel like they’re really doing something to curb gun violence in their dangerous city. Don’t forget, the Dems and their social programs created the hood by keep people poor and dependent. The only way out for them is through drugs and crime. Way to go Rahm!
Yeah, he wants to “crackdown on gun sales” because we ALL know that legal gun owners and folks who go through the system are the REAL problem in Chicago.
Chicago doesn’t have a “gun problem”... Chicago has a Democrat problem.
Maybe if he arrested the actual criminals, drug dealers and street thugs who break the law there wouldn’t be so much crime.
