And all of them, apparently, were lost in computer crashes. Thats novel. Normally, when an agency doesnt want to comply with a document request, it simply lies by claiming that no such document exists.

Break it up under each state, with each totally independent from the other and completely under control of the individual states. They can each pass along any relevant revenues to the Federal government, only when the Federal Government has submitted a balanced budget.
