I agree with the earlier poster who posits that 'effect' is used correctly in the original statement. It means 'to implement' or put into action. However the changes affect Us in a mostly negative fashion.

But however you diagram the sentence, Obama seems to be blissfully unaware of the fact that he can't do what he's doing to cram this crap down our necks...

I wish he'd realize it the same way the coyote recognizes he's just run off the edge of the cliff and is immediately subjected to the force of gravity.
