Ask yourself why thousands of people from Central America can make that long journey across Mexico but few of them try the short journey into the three relatively functional Central American countries-- Belize, Costa Rica and Panama.
The answer is simple: none of these three have open border policies.
Just as the education efforts are for educators, the UN is for diplomats.
