I forget the name of the company they used, but I read yesterday that the IRS utilized an email registry

Maybe you are talking about SonaSoft? That was covered and the testimony was that it was utilized by the Chief Counsel Office for email backup of around 3,000 computers, not all of the IRS system.

I did not hear that their records had been accessed.

props to savedbygrace who DID point out that it WAS for the CCO and not the whole IRS.
