Well technically, harassing the political enemies of Obama is not part of official agency business, therefore they didn't have to save or print emails about doing it.
Even Kafka would be throwing away this part after he wrote it thinking he needed to tone down the craziness a bit.
if it wasn’t official government business, why were they conducting it on government/taxpayer funded time, using government/taxpayer funded computers, phones, paper and pencils, in a government/taxpayer funded facility?
