Fine as far as it goes, but Congress could investigate in a more determined manner and probably pull much of the corruption out into the open, too
Every IRS person I’ve ever dealt with was good quality, helpful. But ANY agency can hire in dishonest, corrupted people. These need to be rooted out ASAP.
We also need to adopt a much, much simpler revenue mechanism. This is mostly not the IRS peoples’ fault... this is mostly the fault of Congress for writing such a convoluted, incomprehensibe tax code. So once again, we need to jack up Congress to do its job a lot better....

A lot of Bad seeds tend to fail upwards through the system, especially government systems...
During the Clinton presidency White House operatives sought out management level bureaucrats who were politically reliable and where possible had them promoted. The mission of these partisans was to simply aid Democrats and hurt Republicans. During the Bush years these hacks were responsible for leaking classified files to embarrass the Administration. Once Lois Lerner's full story is told I believe her felonious sabotage will have its genesis with the Clinton's’.
