I know some school districts here in California sent out layoff notices every year to teachers. Had to be done by April 15. Come September most were hired back.

Might be done to avoid granting tenure, or required if they are not yet tenured. Someone told me that untenured teachers can collect unemployment over the summer (as if they were in fact laid off); if so, then requiring advance notice might be the same as that required of other large employers.
