It is set up to where the average American is in the position of having to prove their innocence not the government having to prove their guilt. Often times bank accounts are seized up front before any real proof is offered by the IRS that any wrongdoing has even occurred. Seldom does any American get his day in an actual court and with his assets frozen can mount little defense.
