I’d go further than that.
I’d make it illegal for anyone but a US citizen or someone in the country legally to transfer money out period.
Any illegal caught in the US would have all possessions seized by the govt to cover cost and sent packing back to where they came from with just the clothes on their back.

There’s a really significant Mexican demographic in our Coachella Valley....and the wire transfer kiosk at Walmart always - always - has a fairly long line to do the transaction.
