If insurers may nevertheless pass the cost along, I would propose that there be no coverage under the policy for Hobby Lobby. That way, Hobby Lobby would really not have to pay.
They can then go to a newly created bureaucracy to cover contraceptives. It would possibly be called, “Free _____ for all” abbreviated FFFA.
Or maybe FSFA?
