I am originally from MI-born in the Soo, raised in Port Huron. If I recall correctly the Great Lakes were said to be on a 7 year cycle between high and low water levels. I remember that a lot of people built houses on the St Clair River during periods of low water and then were pissed when the level rose and the wake of the ore boats, although they traveled at a greatly reduced speed, threatened to wash them away. Several cases of people shooting at them took place. Maybe they were unaware of the water level fluctuation but whatever happened to the permitting process?
On second thought that’s not a valid question as many of those concerned are brain dead. Case in point: My dad owned some land just outside the city limits. When they rerouted a highway, the runoff flooded his property. He complained and an inspector came to take a look. The inspector explained that the ditch was pointed directly toward the river so there was no problem. My dad had to clue him into the fact that the forces of gravity prevented water from running up hill no matter what direction the ditch pointed!
