This is in the same vein as the "Department of Corrections", which is all about "rehabilitation", until a prisoner escapes for 30-40 years, and rehabilitates themselves. Then, it becomes all about "punishment". See how that little trick works?
Or how the lIeRS is all about record-keeping, until it comes time for THEM to keep records. Then, it's "complicated" and "their hard-drive crashed".
Or how the INS simply "can't cope" with the tens of thousands of illegal kids they encouraged to crash the border, but they're ALL OVER this one dude in Kansas, like white on rice.
