I question why the cashier checked out Rolland before she did Cooter. Unless she's blind she should have been aware that Cooter had placed the water on the counter before Rolland stepped forward.

Then, too, we only see her from the back but she appears to be closer to Rolland in origin than Cooter, so I'm wondering if this was also an intended slight at The Man.
