That is always his very first instinct: immediately find someone or something to blame. Never take responsibility for anything that goes wrong and deflect criticism elsewhere. Then make a short speech and walk away from the problem.
The country has only just begun to pay for this mistake.
Nothing has changed. He can not admit that the blame is entirely on himself.
