Groups like Human Rights Watch have regularly said that Israel’s efforts to warn civilians with phone calls and leaflets do not absolve the armed forces, which “still need to ensure that the warnings are effective and do not allow attacks otherwise prohibited under international law,”What do they want the Israelis to do? They can’t make the civilians, who are as extremist as HAMAS, leave before bombings. There is nothing else they can do except not attack, which of course is what their critics and HAMAS want.
