Quite true. The vast majority of people there are tribesmen. Their allegiance is to their tribe and it's leaders, not some supposed nation of "Afghanistan". Any attempt to create a central government with real power threatens the supremacy of the tribe, and unites about 80% or the population against the government (and us). That's why our efforts there are doomed to failure, no matter who is president.
We should never have gotten into nation building. We should simply have told them we were out for revenge for 9/11 and will leave when everyone associated with it is dead, and we don't care how they live. They know revenge, and would have respected that.
