Part of the reason we have States is in local and regional power and speed in process.
Our founders 'gave' certain 'powers' to a State. In the past those powers were abused at times, but Governors have to power to engage in war with foreign invaders and threats. Part of the reason States have that ability was the conflicts with Indians, and such.
Only Congress and a State can enter into a war.

To be fair to Perry, he *has* already called out and deployed the purely state force, the Texas State Guard. It’s the National Guard that has Federal entanglements.
