Limp. That's the way Governors are these day. They turn to CentralAuthority.gov for everything.

Part of the reason we have States is in local and regional power and speed in process.

Our founders 'gave' certain 'powers' to a State. In the past those powers were abused at times, but Governors have to power to engage in war with foreign invaders and threats. Part of the reason States have that ability was the conflicts with Indians, and such.

Only Congress and a State can enter into a war.

Art 1, Sec 10.

'No state shall, without the consent of Congress, lay any duty of tonnage, keep troops, or ships of war in time of peace, enter into any agreement or compact with another state, or with a foreign power, or engage in war, unless actually invaded, or in such imminent danger as will not admit of delay.'

This is am invasion.
This can be seen in the following: if a State were to ruthlessly kill all who entered its borders, yet no-one did, then no-one would be so killed.

To be fair to Perry, he *has* already called out and deployed the purely state force, the Texas State Guard. It’s the National Guard that has Federal entanglements.
