Until then, they will not for the simple reason that is would be suicidal given the proximity of their enemies.
When Golda Meier was Prime Minister and Israel was thrown back on their heels initially (Yom Kippur War), it looked like the Syrians were going to break through with their tanks, coming down from the Golan Heights. Since it looked like it was DEFINITELY going to happen, and Israel would be LOST as a result, Golda Meier gave the order to pull out the nuclear weapons and use them on the capital cities of the attacking countries. Israel got them out and ready to use on the ARAB countries, at the point “all was lost”.
HOWEVER, as it turned out, one reservist in a tank held off the column of Syrian tanks coming down from the Golan Heights, which was a total miracle in and of itself and should have been IMPOSSIBLE for that one tank to do. He held them off long enough for the other reserves to get there, and then they turned the tide against the Syrians.
With that, and the country “not lost” at that point, Israel put away their nuclear weapons.
NOW ... if I remember the story right, that one reservist was in the shower when he had to run for his tank. He didn’t even bother getting his clothes on, but ran out NAKED to his tank and headed straight for the Syrian column of tanks and fought them while he was naked in the tank ... LOL ...
Not suicidal, they have tactical weapons capable of wiping out entire armies with no harm to theselves.
