Most cities have such systems already. The systems are known as storm sewers.

Women and minorities suffer must whenever people either:
a) ignore the local mandate to collect rainwater
b) collect rainwater in violation against local laws prohibiting collecting rainwater.

My neighbor grows most of his veggies in a fenced in back yard, Lush plants, elaborate watering system, All rain water collected into closed barrels. Some of his stuff is hydroponic. Weeks ahead of other gardens in the same area. Come winter he’ll cover up those Tomato plants and they will last into late December. And he does not have to pay for water for his garden. Or other plants that are not edible :-)

Normally the West end of TN is in drought high heat at this time of the year. Last Fri it was 66, cold, overcast, rainy, and we were all wanting a light winter coat. Most unusual summer weather I’ve seen in 30 yrs I’ve lived here.

Looks like Jersey City doesn’t have enough mosquitoes. Rain Barrels are great breeding spots for the little buggers.

They’ve loosened up for people who have 35 acre plots. Still no good for people in towns though.

Rainwater capture is hardly novel.

Neither are CO2 scubbers. But what makes sense in Bermuda, a small densly populated island with little fresh water, makes little sense in Jersey City, which sits next to one of the largest rivers in the country, and has little need for non-potable water.

I don’t know; I don’t know that the wealthy ones do without anything. I think it is more “Do as I say, not as I do”...

I have lived in the Memphis area 30 yrs this is the wierdist winter and summer we have had. Normally we are dry as dust and in heat temps high 90’s with index 110+. No rain either.

It has taken a toll on crops as many eras have seen flooding that is not normal.
