Kamal Al-Khatib, deputy head of the radical Islamic Movement in Israel headed by Raed Salah, said in a recent speech that Gaza will rub Israel's nose in the mud.
The comments were made in a speech in Kafr Kanna, an Arab town located in the Galilee.

That assertion is moral relativism.
If one is in a war zone, at that particular time, that person will come under the jurisdiction of force, which is its own law.
If one is in a civilian setting, at that particular time, then one is under the jurisdiction of the US Constitution and all the precedent-setting cases relating to that issue (assuming we’re talking about the USA).
A war zone would be like being in Iraq as the USA is invading. Being in a civilian setting would be like being inside the USA as the USA is invading Iraq.
In the USA you can exercise your free speech to the absolute utmost speaking out totally against the war in Iraq. But, I wouldn’t advise doing that while in Iraq ... :-) ...
No, it’s what is called “due process” and being not guilty until charged, tried and convicted (or declared innocent) ... all which are protected rights under the US Constitution.
