We have legal immigration, direct from country to US. We have illegal alien “immigration”, in-the-shadows from country to US.
Is what Ø is planning here a mechanism to take the people that otherwise would be doing the latter, but making a mechanism along the lines of legal immigration? He’s just pulling the rug out from under legal immigration.

This has the potential to produce great economic harm to Mexico by cutting out the coyote middleman. The proposal must be amended to provide subsidies for those coyotes inadvertently harmed by this action.
Flying them directly into multiple disbursed locations makes it easier to cover up what the actual numbers are, and where they’re being dumped.

To understand our situation, think of US as a corporation whose stock has been purchased by corporate raiders, NOT Bain Capital and we're now being liquidated by the new ownership and Barry is in charge of the liquidation.
The oligarchy, inc. that owns him and US needs fresh fuel and tools to run their machine and let's be honest, the homegrown just isn't up to snuff, from a business point of view.
The local average, when compared to the imported, is expensive to acquire, not "plug and play", generally high maintenance, unreliable and often prone to break down, which is partly why we were so cheap to acquire.
From the oligarchy's point of view, it's much more cost effective to move operations overseas into new, modern facilities, then crash the previous operating system and accounting here and start fresh in whatever rises from the chaos they create and somewhat direct and control.
To do that, they need to import some additional tools to assist with their planned liquidation and sale.
