Suspended state Sen. Leland Yee

Hear the joke about the Black, the Mexican and the Chinaman? All three of them are California State Senators who are under indictment for criminal activity, but they have not been convicted and they refuse to resign. And that’s cool because they have effectively denied the RATs a filibuster-proof majority. Brown could appoint new RATs if they would resign, but absent that, they are non-voting placeholders.Ergo, Brown’s legislative “goals” are not going to be met.
