When I worked at a pharmacy in Philly I used to chase down shoplifters. I caught a lot of them. Then one day the guards from another store a few blocks away were chasing one and he turned around and shot them. I never chased another.
What is “...criminal obstruction of breathing...”? I guess I am not up to date on the latest criminal code.
If you know steet fighting, you tackle the perp to get inside the arc of the belt.
Move quickly and you don’t get hit, or, at worst, its one glancing strike.
It is something completely different that "obstruction of breathing of violent criminals."
