With it so major of a speech, undoubtedly it will be reminiscent in a fashion of Genghis Khan. If I was Indian, I’d shore up the villages... wouldn’t want something like razing to happen to them.

It’s “major” because he desperately needs something meaningful, even if it’s a restatement of the obvious such as “The Sun will rise tomorrow!”

Evidently Obama & Lurch are getting "disturbed" by the close relationship between India & Russia .... and with Obama's fecklessness, meddling, and stabbing supposed 'friends' of the USA in the back, it's getting closer.

India-Russia Relations

Bilateral ties with Russia are a key pillar of India's foreign policy and Russia has been a longstanding time-tested partner of India. Since the signing of “Declaration on the India-Russia Strategic Partnership” in October 2000 (during the visit of President Vladimir Putin to India) India -Russia ties have acquired a qualitatively new character with enhanced levels of cooperation in almost all areas of the bilateral relationship including political, security, trade and economy, defense, science and technology and culture.

Actually, it’s a recruitment speech to hire more IT support personnel for cheap, lazy-ass American companies to help their customers with computer problems...understandable English is optional.

In his mind, prepping for another run for President... his words have no other purpose, hence no other meaning, but to make himself sound suave, and (in his mind) this makes him appear Presidential.
