Is there a link to the complete speech somewhere? I’d like to see this in context.
What is the context of his statement? Do you have the full sentence? Do you have a few sentences that precede and flow this one?
I can draw conclusions from this excerpt, but since it is not a full sentence I wouldn’t have confidence in my assumptions.
Let’s not give the left any ammunition by believing that this video is legitimate. The audio is a cut and paste.

I have no doubt that the wretched Obama actually believes these words, but in this instance they are taken out of context.

Throughout human history, societies have grappled with fundamental questions of how to organize themselves, the proper relationship between the individual and the state, the best means to resolve inevitable conflicts between states. And it was here in Europe, through centuries of struggle — through war and Enlightenment, repression and revolution — that a particular set of ideals began to emerge: The belief that through conscience and free will, each of us has the right to live as we choose. The belief that power is derived from the consent of the governed, and that laws and institutions should be established to protect that understanding. Actual text of speech observes that the “surrender their rights to an all-powerful sovereign” notion is bad. The edited video disingenuously reworks it to appear to have the opposite meaning.

That actually makes more sense than anything else I’ve ever heard him say.
I agree. I listened to that video.
Without the context, that line could have been lifted from anything.
For example, if he quoting someone else and simply quoting the words of Hitler, for example, then those who try to make hay out of that quote are going to look ridiculous.
It is bad form to lift one line out of something someone says.
I am absolutely not a supporter of Obama, but I’ll not break the rule of context.
I agree: this is a complete fake, phony, fraud. The words don’t match the lip movements, and the camera is off 0 during the most volatile parts of the statement.
So who is responsible? Is this from Lyndon Larouche, from other conspiracy theorists, or from some German nut-group?
We don’t need fakery, when the reality itself is clear enough.
