The Obama administration is calling on Congress to fully repeal the war authorization in Iraq to ensure that no U.S. troops return to the country, which is under siege by the extremist Islamic State of Iraq and the Levant (ISIL or ISIS).

Sounds to me as if they want to insure that no future administrations use the military to undo what Obama has orchestrated in Iraq.

Bush admin. victory was reversed by Obama admin. and now they want to make sure it stays that way.

I think you’ve nailed it perfectly. He’s achieved his goals and now wants to play prevent defense against future presidents reversing his agenda.

Yep - easy enough to just do nothing - they want to constrain for when ISIS takes over the whole country - no sense in disturbing the terrorists farm camp.
